XBee ZNet 2.5 mesh topology problem

I am working on a project for which I need to obtain a mesh topology with 2 end devices, 1 router and a coordinator. Their X-CTU configuration is as follows:

Coordinator- Znet 2.5 Coordinator API
PAN ID- 1234
SH-13A200
SL-408B3FAB
DH-13A200
DL-40BF86AB

Router Znet 2.5 Router/End device API
PAN ID- 1234
SH-13A200
SL-40BF86AB
DH-13A200
DL-408B3FAB

End device Znet 2.5 Router/End device AT
PAN ID- 1234
DH-13A200
DL-40BF86AB

I tried API mode for the end devices too but it didnot work. Can somebody help me what am I doing wrong in the configuration.
And I tried almost all the codes available online with no luck achieving this configuration.
