Is there anyway to drive a small LED with this sensor without the arduino board

Yes, connect the LED with a resistor in series between the output pin and GND.

Now if you would like to give more detail than 16 words we may be able to be more help

Diagram show an open collector (NPN) output,
which means the LED/resistor should go between VCC (supply) and output.

Im looking for LED lights and came across these. I was always under the asumption that LED's are Polarity sensitive and wont work in reverse'
How do these work
LED Bulbs

AC LED bulbs have a bridge rectifier inside, so polarity doesn't matter.
That 80watt is more like 80mW, and take the lumen also with a grain of salt.

I did not know that. If i lowered the Hz from 60 would i eventually see the LED flicker.
Sorry i guess i did thats i guess whats in all my AC LED bulbs. So does the bridge rectifier change the AC to DC and change the polarity.

The rectifier directs the supply for the right polarity of the LED.
Larger (mains AC) LED bulbs have smoothing caps inside, to reduce mains flicker.
I doubt these small bulbs have room for caps.
