Using Arduino IDE 1.x

I'm new to Arduino but was able to install the IDE to one of my Windows 10 PC computers without problem and all works fine. In trying to install it to another brand new Window 10 laptop, I got it to work for a project then, after installing some other stuff, and having a few days pass, I went back in and my projects started giving me a message "Error compiling for board Arduino/Genuino Mega or Mega 2560."

I ended up uninstalling the IDE and trying to reinstall. When re-installing I get a message saying that i do not have permission to access folder 4.9.2 (in the hardware folder). I am the administrator, and from the folder properties, I have full control. It appears the folder still has the same files as are in the install package (they did not delete when uninstalled) but when I skip that step (or try to copy them manually, which doesn't work), I still cannot compile a sketch.

Ideas?
