well my phones screen is broken and im guessing that the USB debugging is off, becouse there are programs that can mirror the screen on PC if it is enabled.
So I want to connect arduino to my android with a micro USB cable. Then I want to connect a mouse and a screen to the arduino and controll my phone with them through the arduino.
The screen connected with HDMI connector and the mouse with a USB connector.
If you know other solutions or other possible ways feel free to write them here too

I can't see how that would work. Both the phone and the Arduino are USB clients (is that the right word?) and a client can only work with a master. The PC is normally a master.
If you are talking about a USB keyboard then that, too, is a USB client.
I reckon you need to seek a solution on an Android Forum. You are hardly the first person with a broken screen.

No, I have no recommendations. I know very little about phone programming or operation. Mine "just works".
