I want to build an Arduino with Bluetooth and a tft screen and have it run an Android App.

Second can I run Android apps on Arduino?

"Second can I run Android apps on Arduino?" No. Different programming is needed. Android also has way more resources to run a screen, memory, etc.

So then,
"First has this been done?" Is no also.

Alright. Can the Arduino be used to screen mirror from a cell phone?

I don't think I've seen an App that mirrors the Android screen via bluetooth to something else. There could be one I suppose.
