Arduino Board Selection for RF Project

Hi,
I wanted to use an Arduino board for a VHF patch antenna. I am looking for what would be the best board. The main objective is to send sensor information and images from the Arduino to an antenna to a ground station. The Arduino will be in the distance range of a normal weather balloon.

And how long this distance can be? in ( kilo) meters?

I think only Lora can work at such distances. And even for LORA standard modules 15 km is a lot

Unless you have an amateur radio license, there are NO VHF ISM bands. Besides a VHF patch antenna would be quite large, if it would work at all.
