Probably more related to the fact that Qualcomm announced in 2022 that it had suspended sales and business operations in Russia following the illegal and atrocious invasion and ongoing war and crimes in Ukraine, aligning with other US semiconductor companies and a big part of the rest of the world.
They can do whatever they can with products that they already owned. But restrict access to product they bought that was accessible all this time is very bad move.

It's about qualcomm enforcing their policies. Blocking access to arduino.cc is obvious degradation of service. And I don't see any reason why they can't start doing the same with licenses and source code.
Community is no longer the most important thing, corporate values are.
Using Cloudflare to access Arduino is your choice. As @ua6em has pointed out the site is not blocked in Russia.
The current license is irrevocable but Qualcomm could choose to no longer provide the license for future products. I see no conceivable scenario in which that is possible.

War crimes and illegal invasion of rusiia into Ukraine is the reason for blocking, so it cannot be taken out from explaining the blocking.
It is worse to support such system, then to stop supporting it.
Arduino source code is still licesed as it is, but the licence does not give you right to enforce servising for country, which kills civilians right and left every each day.
After russia will stop making war crimes, return its invading army back from Ukraine and start paying raparations for all damage done, I am sure, that Qualcomm will reconsider its support.
