I'm also on Windows 7 , there's nothing wrong with it
Granted i'm using IDE 2.1.1
I would say do this...

Uninstall the installation of Arduino completely

Go to your Windows Button and in the search field type regedit
This will open the windows Registry Editor -
Then go to "Edit" Then Select "Find"

for the search value enter ARDUINO and press FIND NEXT
Delete every single entry that you are able to delete
Then Restart your computer
Reinstall the IDE and then tell me if your'e still having the same issues
