I'm also on Windows 7 , there's nothing wrong with it
Granted i'm using IDE 2.1.1
I would say do this...

Uninstall the installation of Arduino completely

Go to your Windows Button and in the search field type regedit
This will open the windows Registry Editor -
Then go to "Edit" Then Select "Find"

for the search value enter ARDUINO and press FIND NEXT
Delete every single entry that you are able to delete
Then Restart your computer
Reinstall the IDE and then tell me if your'e still having the same issues

To be fair, Arduino has never supported Window 7 or 8.1 for their IDE 2, although it did happen to work with these older versions of Windows. It appears as though however that Win7 and 8.1 ceases to function with version 2.2.0 onwards.
Other than moving to Win10 or 11, the only other option is to rollback to version 2.1.1. I did this by unintalling 2.2.0/2.2.1 and reinstalling 2.1.1 from the Arduino IDE Github releases webpage and selecting the file: arduino-ide_2.1.1_Windows_64bit.exe. Fortunately, despite the reinstallation, the application's settings are retained:
Yes, Win7 not supported for a long time now, but worked fine up to 2.1.1. Versions 2.2.0 and up don't work. Install Windows 10 64 bit on VMWare, install VMWare tools, install arduino, launch arduino, and switch to unity mode. You will now have an arduino window that works like any other window, except it looks like(and is) a win10 window. Share USB devices as needed.
I'm using VMWare 11.0.0 build-2305329, I believe that's the last supported on Win7. You need a newer version of VMWare tools than whats included in the install, I'm using 12.2.0, build 21223074. Configure unity for no border. If you have a fast connection I can give you a pre-configured vmware machine, you will just need vmware.

IDE v2.1.0 is working on my win7 x64.
Question is for v2.2.1.

there is no rule that says we need to Stick to Arduino IDE
I won't change my PC configuration just because of Arduino.
I don't use version 2 anyway. I thought they fixed it ...

Time is to forget Arduino (for me). But was a nice system, software ... and idea.
Mate. Given the responses, it looks pretty clear that the issue is that Win 7 is not supported.
Instead of Installing Win 10 TO SUIT THE IDE
Why not change IDE ?

And how do I give friends and colleagues code and instructions to run a given build like this? They press 3 buttons and use the construction for many activities, hobbies.
I changed the uPC from the beginning of IDE v2 (not Arduino, not AVR). Now I only use it for simple projects and working out math and algorithms. But I liked the simplicity.
I Absolutely agree and i won't change my PC Installation either unless i see good reason.

Windows2000 was awesome and there was no real reason to get off it
Eventually support dropped and we went to XP
Server 2003 Was awesome , No reason to upgrade to so we stayed on it
XP Dragged on forever
XP Media Ceneter came out, we stayed on XP
Vista Came out we stayed on XP
when Win 7 Came out it wasn't even a choice, Upgrade to Win 7
Windows 8 was a joke
Windows 9 , Most people didn't see
Windows 10, Well, I dont' want to rant of for another 300 LInes, Let's just say....
Not necessary and Win 7 is the better option
Win 11 is good but too many Hardware restrictions

Stay on IDE 2.1.1

Try another IDE
I stay on v1.8.19 on 7, 10, 11 and v1.8.9 on XP. If it doesn't work, we won't use it :).

Don't bother, I just installed 2.2.1 on a fresh copy of Win7 on a VM, same error. Definitely no leftover registry entries there. Also tried dropping a copy of Win10 kernel32.dll into same directory with arduino exe, no change. Don't try replacing the kernel32 in System32 directory, you won't be pleased with the results!
Platform IO also a problem. Latest version of VScode, which it runs on, won't install on Win7.

Sloeber (Eclipse-based) - I've used it.
Arduino 2.x (Eclipse-based, I believe) - Never used it.
Platform IO (???-based) - Never used it.
