arduino not starting windows 10

After installing arduino version 1.8.12 it will start up i see loading but after boards preparing the screens disappears. I tried to install it as admin but the same problem. Windows 10

The important part of the error message, translated to English:

java.io.IOException: The cloud file provider is not running

This error occurs when your user directory is on Windows OneDrive and you're not connected to the server. You'll either need to fix the connectivity issue or else disable OneDrive.

Thank you for your help the problem was indeed onedrive that placed files from an older version on my pc.
