I have a power supply that outputs 12 volts at 0.28 amps would this work with arduino uno?

Use a 7-9vdc power supply @ 1amp.
An arduino doesn’t need a full amp. 12v is less desirable because it’ll have to “burn” 5v as heat (probably more, as that’s likely to be a unregulated supply that actually puts out more than 12v), but it’s probably ok...
