I just bought a Rev 4 board. Do I use the R3 board select or do I need to download an updated version of the Arduino software?

You need to install the Uno R4 board files then select your board, the Uno R4, as usual

Which version of the IDE are you using ?

Looks like I am using IDE version 1.8.13. I can find the R4 Mini on the board list. It loads, but the port selection is greyed out. Thought it was because it is using USB instead of a com port, but not. Error when trying to upload, looking for com15. Now had a message that some drivers are missing.

That is quite an old version of the IDE. I suggest that you update to the latest version, ie version 2.1.1. Apart from anything else managing boards is much easier and version 2 is the way forward and has much to recommend it over and above board management
