help please can i use power bank in backup power for arudino?

Yup what Delta_G said, use a capacitor bank or a larger single capacitor and have it charging from the source as soon as the power turns on, join to the Vin on the Arduino, the number of farens for the cap depends on your load and how long you want it to run. You need to do some research on that yourself.
the most simple but less efficient and more expensive option is just to use a solid state "normally closed relay, it should have both states - two outputs, closed and open".You would then use the source power which is used by your Arduino to the relay input too, and that would disconnect the relay as its closed when it has power, and then as soon as power is lost by the source for the Arduino, the relay would connect and provide a connection to a battery or whatever, but i would have a capacitor as close to the Arduino too as a buffer for a few milliseconds.
If you're talking about external mobile phone batteries, used to recharge a phone, be aware that they will switch themselves off if not enough power is drawn.
