can ARDUINO controls android or any smartphone ?

Hey everyone,

i would like to ask some information about this process,
is it possible to control a feature(like turning on/off WIFI or MobileData) in your android smartphone for an example, by a switch or something like that, using bluetooth to connect to the smartphone and then it is controllable by ARDUINO.

Android problem. The Arduino part is probably quite easy.
