Can I measure the delay hardware time?

Hey guys.
If I connect a radio transmitor two two Arduinos, and then transmit from the one to the other and then transmit another wave from the second to the first -
It can be a problem to measure the exact time between the sent and the arrival wave, because there is hardware issues and some time for the arduino to calculate the things etc...
My question is - is this time is measureable?
Or in another words - does it permanent? because if it is, so the all thing goes easy..

There I collected some first information, but for this question I couldn't find any answer, so :X...
I just got noted there (among other things...) about the unknown time.

Now my question is, wether that unknown time, is measureable or not.

Measure the time with an oscilloscope.

I think you mean "Is the interval being measured a constant?" If so, the answer is No.
