hey guys i just started working with the LM2596 DC-DC step down.
I thought of using it to charge my lithium ion batteries two of them combined each 3.7v 2200mah. Is is safe to use the step down motor to charge it and will be make sure the current flows only in one direction and not the other way. (I will need the stepdown motor to reduce the voltage of one of my charger with has a voltage output of 12V)
And I don't have a working board to charge it even though i am aware that it is very cheap, i want to charge it with the things laying around my house.

No, definetly not safe.
Get the charging wrong and the batteries can catch fire or explode very violently.
Charging lithium batteries with "things laying around my house" is a good way of burning your house down (unless you happen to have a voltage and current controlled laboratory power supply laying around AND you know how to use it).
Lithium batteries are quite safe when used correctly but can get really unpleasant when abused, like if you charge them with things that don't control the amount of energy going into them.
