I have 2 jazzy wheelchair motors that I want to be able to control via Bluetooth. All I know is that they are 24vdc. What would be the cheapest way to control them with arduino.

Well first you find a detailed specification for the motors or you do some testing to find out what sort of current they need for whatever load you plan to put on them.
Then we can think about how to control them. You also need to say if 'control' means just on/off, or just speed or both speed and direction (forward/reverse) because they need different techniques.
