For the Arduino: use the Arduino IDE, write in C++.

For the phone - if Android you can try App Inventor (graphic block drag/drop programming) or Android Studio (Java).

But considering you have to ask this kind of extremely basic things, I'm quite sure you're a few years of hard work away from completing your project.
