My power source is 8V ... My motors are DC 12V

Although this isn't the big issue here, your motors have their RPM rating set at their rated voltage. So your motors are 500RPM at 12V.

L298N is an antique motor driver.

If it works with other motors, try replacing the motors. Is it possible you got defective ones?
