I don't understand the role of the mechanics and of the Arduino in that project. Shall it look like, sound like, or behave like a bagpipe?
The shown circuit indicates to me that the Arduino creates the sound, based on some sensors. Reminds me on the Theremin project of the Starter Kit, with some modifications.
The best way to play real bagpipes is with a sharp knife

for creating 13 different tones at once using a 1284P, advantage is that you can apply analog filtering to each one individually to tune-up the sound as you'd like from the square wave out the uC provides.
I only demo'd 8, that was all the buttons I had at the time.
