How do I make Arduino to send inputs 1000 times per second?
Presumably the timing is done by the Mouse library code. Have you looked at Mouse.h and Mouse.cpp to see how it is done ?

Isn't this a function in the OS? A little research seems to show that you can change the polling rate in the OS.
