When I try to write a enum function it looks like arduino IDE does not recognise it.
Any suggestion on how this works?

This might help:
A function talking a enum parameter or returning one, may not compile without help.
Add a prototype for the function below the enum to prevent the IDE creating one above it (before its declared).

The Arduino IDE uses C++ as the default language. So your question is really "how do I write an enum function in C++"?
