I am using the legacy IDE 1.8.x Linux ARM 64 bit version on Raspberry Pi. Is there a ARM version available with the new IDE 2.2.1 or plans to have one? I have not been able to find it.

Not officially supported by Arduino, but a community member already does provide such builds in case you want to try that:
Given the capabilities of the rpi5 and the likelihood of arduino enthusiasts also using the pi, I would have thought a port of V2.X.X was a no brainer.

You can add me to the list of enthusiasts who are hoping that this will become official soon. The above repository has been made read-only, so perhaps there is some progress?
