IDE hangs on startup: "discovery builtin:serial-discovery not found"

I've gone through a lot of forum posts but still cannot resolve this. The IDE hangs on startup during the splash screen. I've tried fixing the read only issues. I think those may still persist, but I can't change some security settings because this is a corporate system. I will post the log info below. It may just be an issue that has to go to company IT, but I want to cover all options before going to them.

Hi @cpark128. I see the problem here:

On the first run after a fresh installation, Arduino IDE downloads some additional essential components from the Internet and installs them. If it can't install those components then the startup fails. So the computer and the IDE application must have access to the Internet on the first startup.

The errors indicate Arduino IDE is not able to access the Internet, as is further indicated by this error:

(Note the "dial tcp: lookup downloads.arduino.cc: no such host")

If it is not already, please connect your computer to the Internet and make sure the IDE application's access to the Internet is not blocked by the firewall and other security software. After that, close the Arduino IDE window and start Arduino IDE again. This time it should start up successfully.

After that first run, an Internet connection is not required. However, there are some supplemental features such as "Library Manager" that have an inherent dependency on the Internet. Those features will not be usable while your computer is offline. But the essential functionality of editing, compiling, and uploading sketches will be available even without an Internet connection.
