You could use the GPS of your phone to get the speed (of the phone and thus the vehicle).
This would need no Arduino at all, no cables, no extra money to spend.

The OP could write an app for his phone that beeped or flashed the screen to warn the driver.

Your GPS may be able to give your speed but where are you going to get the speed limit information?

I think everybody had better read the OP post AGAIN...
I think he wants to warn people that they are speeding, he knows his speed and the speed limit, through his phone app.
