L led of my arduino board is continuously blinking!!

i have an arduino uno r3 board with the new atmega328 chip. it came just yesterday and itt led marked l, besides the pin 13 is continuously blinking! when i press the reset button, it blinks rapidly for 1 sec, then slows down a little and then comes down to 1 blink per sec. i don't know what to do =( also when i upload a program, the tx and rx leds which are supposed to blink, dont blink and instead the l led keeps blinking 1 blink per sec. im really very sad as im unable to use my board =(
pls help me. ill be really grateful.

On a new board the led will be blinking.

Yep... you need to go look in Windows' Control Panel > Device Manager > Ports and see which port Windows thinks your Arduino is on, then go to the Arduino IDE Tools > Serial port and see if it has the same opinion 8)

the prob is that the arduino is not searchable by the computer. im using windows 8. is thier a driver problem???
