The code tags icon now seems to be under the settings (cog wheel) and called "Preformatted Text".
We often tell new posters to use the </> icon in the top bar.
Do these instructions need to change?

Same in the iPhone. Used to be right up there on the top bar, now hidden under 
. Likely reduces use even more as hard to find. Needs moved back into priority position

It works if you have lots of real estate to display the full tool bar. Challenge seems to be on smaller mobile screens
One of our designers is working on a temporary change to make to your custom theme in order to return the button to its original place. Due to the time zone it is still night for him, as soon as he is online I will ask for info on how long it takes to complete the change.
Possibly a silly question but why did it change in the first place?
The whole composer has been refactored recently and we have decided to move the "generally less used buttons" in the dropdown.
This is because often on mobile devices there is always some display problem or trouble tapping the right button when there are too many buttons and too little space between them. Consider that many sites, unlike Arduino, often install or activate plugins or official components add extra buttons to the composer. See as example our composer on Meta, where we only use a few plugins which also add functionality to the composer:
VS Arduino composer which is the basic one with no extra buttons
Most likely the next step will be to let the admin decide, via site settings, which buttons to leave visible and which buttons to put in the dropdown

The display of the code tags icon should not be conditional.
If they are not always present in the same place in the same manner how do you expect us to inform new posters who fail to use them what to do.
All the "How to use this Forum" information will need changing if the tags are not as they were.
The preformatted text button has been restored.
