Missing /etc/avrdude.conf

I have been using Arduino for a while.
Will not upload to target.
Reloaded version 1.8.19 and Version 2.0 on the same PC.
I cleaned cache and Temporary files.
I should have" "C:\Users\User1\AppData\Local\Arduino15\packages\arduino\tools\avrdude\6.3.0-arduino17/etc/avrdude.conf".
But I am missing/etc/avrdude.conf
I get the following error when uploading: error avrdude: can't open config file "C:\Users\User1\AppData\Local\Arduino15\packages\arduino\tools\avrdude\6.3.0-arduino17/etc/avrdude.conf": No such file or directory.
Same error with 1.8.19 and Version 2.0.
Any ideas?

That path points to a board package and not to the IDE installation itself. Reinstall the AVR boards package by downgrading to an earlier version and then upgrading again. This should reinstall the missing file. If you didn't delete it yourself, you should check your computer for hardware defects and/or intruders.
