Monterey and Arduino not working

I have seen several posts regarding Mac Monterey and Arduino IDE not starting. I am seeing the same issue whereby the the opening screen is dismissed just after the starting... is displayed.

I did see a post regarding some successes running Arduino in 12.3 but that hasn't helped in my case. Anyone else still seeing this issue? Remedies?

Monterey version 12.3.1
Arduino 1.8.19
Late 2014 Mac Mini

I know nothing about Macs nor about the IDE on a Mac. Can you run it from a command prompt / terminal? That might reveal something.

Thanks for the tip. Oddly enough is did run from the terminal but did not point to anything suspicious.

Search the site - I'm pretty sure I've seen it discussed and solved earlier.

I did a bit a searching but it seemed the problem was suppose to be resolved in 12.3. Interesting the IDE did come up after a reboot but now there is an issue with "operation not permitted" error message.
