In #16 u said that I am saying "I want the length of a seatbelt at the distance of a moving train" But I definitely didn't said that I only used train as example

Measuring the length of seatbelt is just a very small part of my whole project. I can't reveal my whole invention because that could lead to theft of my invention and as you said I'll look upon how measuring of rope works
and you don't have a moral issue asking for guidance, suggestions here and then calling it "YOUR" invention ?
So if you go for something similar, then I want to be part of the inventors when you file for patent.... (patent applications list the inventors who have made significant contributions to the conception of the idea or solution. I think my contribution is very significant).

or if you don't want to do maths about the changing circumference
A cable length measurement system utilizing a linear displacement sensor that tracks the movement of the cable as it unrolls, where the sensor is mounted along the cable path and continuously measures the distance traveled by the cable, allowing for accurate length measurement even as the spoolâs circumference changes due to varying cable thickness or reel diameter.

you'll find many discussion already in the forum about measuring cables. here is one
With that in mind I would consider maybe a YoYo Pot or Draw Wire Sensor. A Google of YoYo Potentiometer or Draw String Potentiometer will get you started. The pot will give you an analog value and in your code you convert the analog in voltage to distance. Less knowing more this is where I would start.
