Presumably you're asking for those? Bit abrupt, but ok.
You will as an absolute minimum need to provide details (link to datasheet etc) of the actuator you have decided to use.
edit, oh and also explain how would it know to open or close.... button? time of day? temperature? rain?

Lots of options in that datasheet- which one did you get? They work differently, for example the R version works like a servo as far as Arduino is concerned.
The window is to open it whenever you want. The only requeriment is the actuator, the resto is free.
What do you expect now?

Well, it's really fortunate that you have so much latitude in the assignment... what is your specific problem?
Yeah but you want help on an actuator of your choice, but didn't yet tell us which one you have. As I pointed out in #5 (3h ago....) there are a number of options in that data sheet. The underlying mechanical part is the same, but there are various options such as the R version which is a servo.
So nobody can advise how to wire and control the actuator until you say which option you have.
And don't leave it to the forum to decide how to tell the thing it's time to open! You make the choice and you'll get help on how to do that. A button? Or what....
BUT in any case, you should provide your schematic, and your code, and then ask for help when you get stuck. Don't expect the forum to do all the work. You try first...
