Paid arduino project needed

Hello and thank you for taking the time to read this.
We are an Arcade game manufacturer and need someone to
write an arduino script or code or arduino project thing that
will tell a ticket dispenser when to give tickets out.
We are trying to incorporate this with one of our arcade racer pairs. The ticket dispenser has a 12v and a ground and a in and a out so four wires. Our only problem is how
the arduino is going to know to tell the ticket dispenser
when to kick out tickets and we can keep it simple and just
dispense tickets after a set time or it would be ideal to have
it dispense tickets when the winner of the race finishes.

When the race ends, does anything happen visually or physically on the cabinet — a light that comes on, a screen that changes, a sound that plays, or a motor/solenoid that activates? Any of those is likely driven by a signal wire that the Arduino could tap into and listen for.

I dont think so. Basically the winner gets first place and other player gets second but there is no sound or flash or anything that happens differently. Unless you can find something. The three games on the cabinet are going to be
DAYTONA, OUTRUN 2, and Mario Kart

Is it using Model 2 hardware? I went through the technical manual and didn't see anything that performed any output function when the game ended. You might have to settle for dispensing tickets a random time after starting. Which should be easy enough but probably not ideal.

Is it specialized hardware or do you have a regular PC in the cabinet ? Isn’t Mario Kart only for Nintendo and their hardware ?

I'd go for a linux sbc (raspberrypi/orangepi/...) and make it detect each games winning screen.
