Pins 4to7 + 14to17 of Arduino mega2560 real usable for Digital Output ?

hi,
On a model-railway-project i would like use Pins 4to7 + 14to17 of Arduino mega2560
for output to a relay-array.
Pinout says, Pins 4to7 are available for PWM-issues And Digital
and
Pins 14to17 are available for TX/RX-issues And Digital

anyoune with experience for this ?

If you look at the pinout diagram, any pin marked with a Dnn, like D2 or D50 can be used as digital I/O
So D4-D7 and D14-D17 can be used for digital output
