It may have fallen off in the meantime. It looks like it might have been a drop of solder that fell on the board. This type of solder blob tends to be only very tentatively attached to the surface it landed on; not like the strong bond we get when we directly apply solder with an iron.

Looks like U5 has had a hard life.

Is that a piggyback regulator? Looks like two legs, and the "top" one is slightly lifted. Piggyback might explain the solder blob that stuck around before it fell off.

You have a good eye, I think you are right. It did look like there was a blob of solder and it fell off. That's IS a really crappy solder job. I'm tempted to see if I could fix/re-solder it and it it would work. I'm just going to toss the board. Can I just add, dang you are good. - Thanks

If you are going to toss the board... try this... If this is, indeed, a stack of two regulators, that means a repair job was attempted because the "bottom" regulator was suspect. If you unsolder them (start with the top one, use plenty of flux, then unsolder the bottom, careful not to lift the copper pads), then re-solder only the "top" regulator back onto the pads... it might complete the "fix" as it should have been.
