Let us assume that the BT is a Slave.
Now, try to operate it from your Android Phone for which you need to inslall a BT Terminal in your mobile.
My BT Module has that microswitch.
If you don't enter 'at mode' it seems quite normal that at commands don't work.
Search for 'hc-05 enter at mode without button' you'll find there are others having the problem.
See for example here, consider these modules are 3.3V so do not apply 5V to any logic pin.
