Reject any attempt to create topics in "Uncategorized" category or remove category

Either reject any attempt to create a topic here or better remove that nonsense category.

Why was this category created at all if it cannot be used?

... should be shown on any attempt to create an topic in that category. If it's really so hard to give that category a behavior different from other categories, then this is another reason for dropping it.

I think Uncategorised gets chosen so often for new topics simply because it's the first category listed.

Don't know what order the categories are listed in, clearly not alphabetic. Ideally something like Project Guidance would be the first listed.

The user is not required or expected to do that. It is only expected of the forum members who submit proposals for a change to the configuration of the category or a removal of the category.

The fact that you are proposing to configure the category so that topics can't be created there is proof that you don't understand the purpose of the category.

Your proposal to remove the category is proof that you don't understand the huge value provided by this category.

If you read that topic carefully you would understand those things because it was explained and discussed ad nauseum there.
