Resetting OTA Partition when Flashing a Board

If I upload a sketch to a board, the partition ota_0 is populated and booted.

If I perform an OTA update, partition ota_1 holds the update and it is booted.

If I flash the board, the partition ota_0 is populated but partition ota_1 is booted.

Any ideas how to reset the booted partition to ota_0 as part of the uploading process.
