Rotary Encoder with SN75173N Differential Signaling Decoder Wiring Question

Hello,

I'm integrating a quadrature rotary encoder into a project. Its has quadrature output with differential signals. To decode the differential signaling, I'm using an SN75173N IC.

I'm puzzled at the moment on how the OR signals work. Pragmatically, who do I do with pins 4 and 12 of the SN75013N? In similar situations, I've seen them jumped to GND. However, the closest situations I've found have some considerable differences.

I've attached an image showing the wiring as I currently understand it.

I think PIN 4 would go to VCC and Pin 12 to GND. Does this sound reasonable? It's an expensive encoder, so I'd love some experienced verification.
