I guess I can't relate your situation with mine. It seems for $1.5k I would put that toward a new roof that doesn't have the propensity to leak.
In addition my attic floor is well insulated. I have attic vents so moisture doesn't collect in the attic. If I insulated the roof, the attic space will still get cold enough to freeze and very hot.
