I need to make a speed sensor using arduino uno and reed switch without the use of timer. Can anyone help me with it ?
Yeah, sure. Just post you schematic (NO Fritzing), code you already have and the problems you are experiencing.

One way or another you have to do some timing. do you mean not using one of the hardware timer/counters in the CPU?
But as mentioned. what have you tried so far?
Are you really looking for speed: distance / time, or are you looking for revolutions of some object / time?
