Standalone breadboard arduino not working

Hey guys so I built my first standalone arduino on a prototype board and am having some problems. Everything works great when the chip is in the actual arduino and when I install the same chip into my prototype board it does not work as it should.

So I did some trial and error and figured out that if I connect the rx pin, gnd and 5v from my board with external power to the uno board without the chip in everything works as it should.

What do I need to do with the rx pin on my prototype board?

I figured it out!

I added a 10k pullup resistor on the rx pin on my protoboard and now it works great!
