Termoactuator ~ Localize heat controller

Hi to everyone!
I'm completely new to this forum, so please tell me if I'm off category.

I'm asking if anyone knows if exist a device where we control how much it heats.

My raw solution (for now still not tested) is to have an almost shot circuited wire and controlling trough a transistor (bjt) the current.

The temperature I have to reach does not need to be high (40 ~ 50C°).
I'm building thia becouse I have tendons problems, and heat helps the pain and the healing.

Consider this:

The linked spec sheets show the maximum temperature achievable with various input voltages. Temperature/power can be controlled via PWM and a transistor or mosfet, so you don't burn yourself.

I use a commercial heating pad for that. They are readily available in a wide range of sizes and are much safer than DIY examples.
