By "tin" perhaps you mean solder?? Solder is typically lead/tin alloy, but there are dozens of variations. If you need to remove solder, I don't think chemicals are the right idea.

Yes, most solder have flux in the core. Mix IPA with some varm deionized water and you get a solution that doesn't vaporise as fast as IPA on it's own and also dissolve the flux better. Make sure to dry it as pointed out already.
