I've installed a fresh Fedora 36. I download arduino 1.8.19 and untared it.
I executed sudo ./install.sh in the untared directory. When I start up Arduino I don't have a tool bar. What am I missing.

You will see in the linked thread someone had trouble with "the tutorial"... the original poster's information (not a tutorial - however; someone posted another tutorial link) made my "non-functioning" IDE work in Linux when my package manager failed (no icon, no launcher, et c.).
xfpd,
I saw that post and it does not apply to me, I'm using tar not a package manager.
1.8.19 on a freshly installed fedora does not show the top menu bar. See attached.
I'm not a fan of JAVA, I may start looking at the new 2.0 system, I understand it does not use JAVA.
