can I connect this modem directly to the Arduino uno usb module and communicate with it via AT commands?

That is a USB device (slave). The Arduino is a USB device (slave). Without a USB Host (master) around, all the slaves do all day is sit around and drink beer.
Adding a USB Host shield means that you need to write the USB driver for the device. Not necessarily impossible, but not a beginner project. Not necessarily possible, either, depending on how much code space and memory are required.

Besides the basic incompatibility of the USB modem with Arduino, I would also point out that it isn't so cheap. Prices I see for this Huawei part are in the US$60 range. There are SIM900 solutions -- eg the ITEAD one -- in the US$45 range with more practical interfaces and features suited to Arduino projects.

The sim900 can be had for the same or cheaper than that
