The VFD tube appears to be on a board with a driver circuit. To incorporate this tube in a project, start by analysing the connections/traces and draw a complete schematic diagram including the ICs. The tube looks like the one here MATRIX TUBE ILC2-16/8 BIG VFD DISPLAY FOR DIY CLOCK (nixie era) | eBay described as MATRIX TUBE ILC2-16/8 BIG VFD DISPLAY FOR DIY CLOCK (nixie era). Probably, the upper metal tags are not used for electrical connections. It appears that the tube in configured as a 9 + 8 display and must be multiplexed accordingly.
