Some subtlety is being lost on me here.

Think of a Dev Board as a home built PC which makes an Evaluation Kit an overpriced Named brand PC, not naming names, um Apple / Dell.
Evaluation kits usually come with extras like ICSP, IDE's and such, where as Dev Boards are usually DIY.
Thats my experience anyway
IMHO:
Evaluation Board: Non-programmable "demo board" you can use to poke and prod a device you are evaluating
Development Kit: Evaluation Board + ability to program devices and develop new code over serial/JTAG interfaces (or similar), can function as a development platform until custom hardware is developed.
