what is the operating temperature rang for Arduino Uno and Arduino GSM shield

I am using Arduino Uno and Arduino GSM shield for my weather station. It works fine when it is mounted near heating system but not at outside temperature which varies from 4 to -10 degree Centigrade.
Can any one tell me whats the exact operating temperature range?

or any solution to avoid this.
