18650 Battery Shield, not turning on after battery insertion

Hello, so I am using a 18650 battery shield to power my arduino, for the most part it works great, when I hold the button to put the shield to sleep id does so, and when I press it it turns back on, no problems there. But when I first put the batteries in, I cannot turn the shield on, even when I try to hold the button, or to press it, nothing works. Only way I can turn it on after inserting batteries is to put a USB C charging cable into it for just a second to kinda "kickstart" it, after that it works fine. Anybody know what the problem might be?

[edit] Found one similar. It mentions "click" to start, "double-click" to stop. It also mentions, "do not remove the batteries before shutting down or damage will occur" and by your description, you never read the instructions and probably inserted and removed the batteries without regard to procedure.
