I'm planing to use a Phosphate Electrode kit with QP459 ion meter and connect it to arduino Nano 33. Is there any way to make it compatible with it? Any necessary tools I should consider?

From the links you supplied, I can see it is designed to interface to your PC. "Mini USB. Outputs csv. 38400 Baud. Dumps data directly to Excel using the DK400 Data Kit". So you will need to make the QP459 think it is talking to a PC using a USB connection. What will you have your Arduino do with the data stream?
What I want is the phosphate sensor interconnect with arduino so that it can transmit the data (obtained from measuring the water) to a third party program wirelessly (i.e. the program that I'm working on)
You will have toget one and learn how it works. Use
a female BNC connector.

To use that electrode with an Arduino will require an amplifier. It seems likely that a pH electrode amplifier would work, and several are available on line for Arduino.
Otherwise, just buy the "phosphate meter kit".
Can you link me to a pH electrode or phosphate kit that you think are recommendable?
Also, the device that I'm working is supposed to float on the water. I already have the necessary tools, although I just want to know how I can connect the phosphate sensor to arduino.
No, Those are to connect TWO male BNC connectors together. Your Arduino does not have a BNC connector of either sex. So you need to either find a female with wires or with a coax cable that you can cut and connect the wires to the Arduino. OR you can just cut the connector off and use the wires directly.
